What did Vicario do wrong?
The event occurred in the second half, when Tottenham led 2-1. When Brentford advanced the ball, Vicario came out of his line to intercept it at the edge of the box, but his momentum carried him outside.
The goalie appeared to be outside the penalty box when he made the final touch on the ball to pull it away from a Brentford player, but referee John Brooks did not punish him.
Why didn’t VAR get involved?
Halsey has since clarified that VAR could only have interfered if the incident was deemed a clear and apparent error that resulted in a red card offence, which this was not.
However, he stated that this was a loophole that needed to be addressed, urging referees to exercise their discretion when determining whether occurrences like this one represent a denial of a goal-scoring opportunity.
The former Premier League official told The Sun: “The incident in which goalkeeper Guglielmo Vicario handled beyond his penalty area was handled incorrectly by the match authorities.
“But I don’t think the Tottenham player, who wasn’t penalized, should have been sent off. In this case, you must decide if it satisfies the criteria for denying a goal or an evident goal-scoring opportunity.
“Referees must consider the distance between the offense and the goal, the general direction of play, the likelihood of an opponent retaining or gaining control of the ball, and the location and number of defenders.” This did not fulfill the criteria.
“It was handball, so there should have been a free kick and a caution. VAR did not intervene since there was no clear and evident error involving a red card offence. However, referee John Brooks raised concerns.

Vicario’s final touch was obviously outside the box, and he was extremely fortunate to get away with it thanks to a technicality.
